• It’s a state or local race. Ads for governor, the state legislature, judges or ballot measures are reported to the state. In North Carolina, try the State Board of Elections.
• It’s a nonprofit running an issue ad. Ads that don’t explicitly urge a vote, or that run outside pre-election windows, often don’t have to be reported to the FEC.
• It’s new. Newly registered committees can take a few days to appear.
